How to configure QC to deprovision non-mapped users?

Is impossible to configure QC to deprovision non-mapped objects, because:

1. All synchronization process in QC is required the objects from source system. So if you want to create object in destination system you should have object in source system. Any object changes occurred only after comparison source and destination objects. Any deprovisioning action occurred only in case object in source system satisfied deporvisioning criteria.
2. Usually in destination systems are present several accounts like administrator account that will never synchronize and so will never mapped. And QC should not do anything with accounts like this.
